Oqubay serves as chair of the board for many leading public organisations in Ethiopia, including the Ethiopian Railway Corporation (ERC), Industrial Parks Development Corporation (IPDC), and vice-chair of the board of Ethiopian Airlines (EAL). He is the coordinator of the National Export Coordinating Committee (NECC), and is a member of the Ethiopian Investment Board (EIB), which are both chaired by the Ethiopian prime minister. Oqubay is the founding Chancellor of the Addis Ababa Science and Technology University (AASTU).

Senior Minister & Special Adviser to the Ethiopian Prime Minister
Arkebe Oqubay, PhD, is a Senior Minister and Special Adviser to the Ethiopian Prime Minister, and has been at the centre of policy-making for over twenty-five years. He is the former Mayor of Addis Ababa and was awarded the BEst African Mayor Award by ABN, a finalist World Mayor Award in 2006 for transforming the city. He currently serves as board chair for several leading public organizations and international advisory boards, and is a recepient of the Order of the Rising Sun, Gold and Silver Star, presented by the Emperor of Japan.
Dr. Arkebe holds a PhD in development studies from SOAS, University of London, and is a research associate at the Center of African Studies at the University of London. He is one of the leading development economists, and his recent published works include path-breaking Made-in-Africa (Oxford University Press, 2015); The Oxford Handbook of the Ethiopian Economy (Oxford University Press, 2019); How Nations Learn: Technological Learning, Industrial Policy and Catch-up (Oxford University Press, 2019); China-Africa and an Economic Transformation (Oxford University Press, 2019); African Economic Development; Evidence, Theory and Policy (Oxford University Press, forthcoming); and The Oxford Handbook of Industrial Hubs and Economic Development (Oxford University Press, forthcoming).
Dr. Arkebe was recognized by the New African as one of the 100 Most Influential Africans of 2016 and "a leading thinker on Africa's Strategic Development" for his work, both practical and theoretical, on industrialization and industrial policies. His research focus included structural transformation, catch-up, industrial policy and policy-making, with special emphasis on Africa.
